Mariella Posey (President)
Mary Jane Kramer (Vice President) (Secretary) Sylvia Sibrover (Treasurer) Marianne Anderson Mariella Posey (President) moved from the Chicago area to NorthEast in February 1985. She has been a member of NECA since 1986, on the Board since 1991, served as Co-Secretary, Co-Treasurer, Co-Chair of the Land Use Committee, and Vice President.
She is one of NECA's representatives to the Alexandria Federation of Civic Associations, where she previously served as Vice Chair. She was appointed by the City to serve on the Monroe Avenue Bridge Liaison Group, the Potomac Yard Fire Station and Affordable Housing Task Force, the Potomac Yard Planning Advisory Group, and was recently appointed to the Braddock Metro Neighbor Implementation Advisory Group.
After working in the U.S. Senate for 23 years, she retired in 2009. She shares her home with a dog and a clowder of cats. [03-06-10]
Back to Top Mary Jane Kramer grew up on a dairy farm in Iowa and later moved to Minnesota for her educational pursuits. She moved to the Washington, DC area in the late 1980's. Mary Jane and her husband Rick Cooper bought their home on Powhatan Street 1989 after she fell in love with the charm and vitality of Alexandria. Mary Jane has been a member of the NECA since 1989, a board member for 6 years, and is a member of the Transportation Committee and the Land Use Committee. Sylvia Sibrover has been treasurer since 1997. Currently she chairs the Land Use Committee, and is one of the NECA representatives to the Alexandria Federation of Civic Associations. Sylvia joined NECA in 1986 becoming co-secretary some years later. She was one of the members of the Traffic Committee formed in 1996 to work on traffic calming of Powhatan Street and joined the reconstituted committee renamed the Transportation Committee. Sylvia owns her home on Second Street which she purchased in the spring of 2004. This is the same townhouse she rented since moving from Chicago in 1985 and shares with four-footed companion animals of the canine and feline variety.
Marianne Anderson (Board)
Richard Cooper, Board member for the last six years and former chairman of NECA's Traffic Committee (now Transportation Committee), has lived in northern Virginia since 1981. With his wife, Mary Jane Kramer, he has owned a house on Powhatan Street since 1989, and has been active in community affairs since that time. Rick was born and educated in Berkeley, California, receiving undergraduate and graduate degrees at the University of California. Since moving to the area Rick has worked as an attorney for the United States Postal Service in Washington DC, helping to keep the nation's mail service solvent. He can often be spotted walking his two schnauzers along Powhatan Street.
Archer Heinzen is a native Virginian who grew up in Roanoke and attended high school in Richmond. She and her husband, Jim, moved to NorthEast in 1997, renting for two years prior to buying. Although trained as a psychologist, she has been working primarily in international development for the last seventeen years. Before coming to Alexandria, she lived and worked in El Salvador, Bolivia, Honduras, and Peru. She is a member of the Charles Houston Advisory Committee. This is her first year on the NECA board. Poul Hertel has been a resident of NorthEast since 1993 and became a member of NECA in 1994. He is an economist and has a degree in Political Science. Poul was appointed by City Council to the Ad Hoc Washington Street Task Force, was the chair of the NECA Transportation Committee during fiscal year 1995/1996 and President of NECA from 1996-2001, co-chair of the Alexandria Federation of Civic Associations from 2000-2002, currently is the president of the Old Town Civic Association, and was appointed by the City Council to the Ad Hoc Transportation Committee in 2004.

Pattie Ryan came from Tennessee to work as a government employee. She has lived in various places in the metropolitan area for over 50 years and in Alexandria since 1984. She retired from the U.S. Department of the Navy in 1993. Currently she is enjoying working part time at Greenspring Retirement Community in Springfield. Pattie is on the Board of Old North Port Homeowners Association and has been a member of NECA for many years. She has one son, Pat, a captain on the Arlington County Fire Department, and three grandchildren.

Teresa Tidwell grew up in Texas and Oklahoma and attended college and graduate school in Iowa and Chicago. Before moving to the Washington area in 1984 she taught in Thailand for three years. Since 1984 Teresa has worked in information technology management for the World Bank. She has lived on Powhatan Street since 1997 and has served on the Old Town Gateway Board since 2000. Teresa is an avid cyclist and is serving her first year on the NECA board. Steven Troxel grew up in Ohio and attended college in Washington, DC. He has been active in our community since 1987. Steve has been both a renter and homeowner in NorthEast and has been a NECA Board member since 1999. He is a member of the NECA Land Use and Transportation Committees. Steve also serves on the City of Alexandria's Mirant Community Monitoring Group which monitors the developments at our neighboring power plant. [03-04-10]
